Moment of inertia of a Rod is given as $I=\frac{ML^{2}}{12}$

Now take ${M}'=0.5M$ and ${L}'=2L$

SO, ${I}'=\frac{{M}'{L}'^{2}}{12}=\frac{\frac{1}{2}M\ast 4L^{2}}{12}=2I$
