As we learnt in

Molarity -

Molarity = \frac{Moles \: of \: solute}{V\! ol.of\: solution(L)}

-

H_{3}PO_{3}\: is \: a\: dibasic\: acid.\:

Miliequivalent of acid = Miliequivalent of base

N_{1}V_{1}\left ( acid \right )= N_{2}V_{2}\left ( acid \right )

0.1\times 2\times 20= 0.1\times 1\times V_{2}

V_{2}= \frac{0.1\times 2\times 20}{0.1\times 1}= 40\: mL

Correct option is 3.
