As we have learnt,

\mathrm{\Delta T_{b}= K_{b}\: m}

\mathrm{\Delta T_{f}= K_{f}\: m}

\mathrm{\frac{\Delta T_ b}{\Delta T_{f}}=\frac{K_ b m}{K _f m} \Rightarrow \frac{4}{4}=\frac{K_{b}\times 1.5}{K_{f}\times 4.5} }

\mathrm{\frac{K_{b}}{K_{f}}=3}

Hence the answer is 3
