Formal charge -

Formal charge is difference between the number of valence electron in an isolated atom and number of electrons assigned to that atoms in lewis structure.  

Formal Charge = 

\mathrm{\left [ Total \:number\:of\:valence\:electron\:in\:the\:free\:atom\:-\frac{1}{2}(Total\:number\:of\:shared\:electron\:i.e.\:bonding\:electrons) \right ]}

 

 

Formula charge on each O-atom 

\mathrm{\frac{Total \ charge}{No.\: of\ O-atoms}=\frac{-3}{4}=-0.75}

 

P-O bond order 

=\frac{\textrm{Total no of bond}}{\textup{no. of resonating structure}}=\frac{5}{4}=1.25

Hence, option number (2) is correct.
