Since 1 does not enter the list of repulsion, it is just possible that it may not be having any charge. Moreover, since ball no. 1 is being attracted by 2 and 4 both. So 2 and 4 must be similarly charged, but it is also given that 2 and 4 also attract each other. So 2 and 4 are certainly oppositely charged.

Since 1 is attracting 2, either 1 or 2 must be neutral but since 2 is already in the list of balls repelling each other, it necessarily has some charge, similarly 4 must have some charge. It means that though 1 is attracting 2 and 4 it does not have any charge.
