These are the ligands which pair the electron in inner d-orbital and makes required d-orbitals empty/available.

CN- is a strong field and makes low spin complex with Co3+ d6 electrons in t2g orbital.

So,

CFSE=6\times (-0.4)=-2.4\bigtriangleup .
