[NiCl_4]^{2-}  have two free electrons

[CoCl_4]^{2-} have three free electrons

The order of the spin magnetic moment will be

[MnCl_4]^{2-}>[CoCl_4]^{2-}>[NiCl_4]^{2-}>[ZnCl_4]^{2-}

Hence option D is correct.
