\mathrm{HCl \longrightarrow H^+ + Cl^-}

As HCl is a strong acid, it will produce \mathrm{ H^+ } ions which will cause the dissociation equilibrium of \mathrm{ CH_3COOH} to shift in the backward direction.

Hence, the degree of dissociation of \mathrm{ CH_3COOH} will decrease.
