\mathrm{h}=\frac{2 \mathrm{s} \cos \theta}{\mathrm{r \rho g}}

\mathrm{0.15}=\frac{2 \mathrm{s} \cos 0^o}{\mathrm{0.015 \times 10^{-2} \times 900 \times 10}}

Surface tension=s = 0.10125 \ N/m = 101.25 \ \ milli- Newton/meter

So the closet integer is 101
