As we learnt,

For a salt of Weak Acid and Weak Base,

\mathrm{pH = 7 + \frac{1}{2}(pK_a - pK_b)}

The above equation does not contain the concentration term and the pH is independant of the concentration.

Also, the degree of hydrolysis(h) is given by

\mathrm{h= \frac{\sqrt {K_h}}{1+\sqrt{K_h}}}

\text{where }\mathrm{K_h= \frac{K_w}{K_a \times K_b}}

So, the degree of hydrolysis depends on the strength of the acid or the base

Therefore, the correct answer is Option (2)
