Down the group, the size of the atom increases and hence electron gain enthalpy have lower positive values.

Electron gain enthalpy of   Ar(+96)   is lower than that of  Ne(+116)

 

 Ne has higher  \Delta _{eg}H^- value than He. As we move down the group atomic size increases also effective nuclear charge increases making it more easier to accept an electron. Hence the correct order is,
