The point of intersection of the perpendicular bisectors of the sides of a triangle is called its circumcenter. The circumcenter is equidistant from all the vertices of the triangle. 

Given that, circumradius = OB = 13 cm

BC = 24 cm

and, BD = DC = 12 cm

we need to find OD

Triangle BOD is right-angle triangle, with a right angle at D

Apply Pythagoras theorem, we get

OD=\sqrt{13^2-12^2}=5\;cm
