The percentage error is,

$\frac{\Delta P}{P} = 3\frac{\Delta a}{a} + 2\frac{\Delta b}{b} + \frac{\Delta c}{c} + 0.5\frac{\Delta d}{d}$
$\frac{\Delta P}{P} = 3 \times  1\% + 2\times  3\% + 1\times  2\% + 0.5\times  4\%$
$\frac{\Delta P}{P} = 10 \%$

Hence, the answer is the option 2.
