For pure rolling, let the impulse is acting at a height y above the central line.

\begin{aligned} & y=\frac{I_cm}{M R} \\ & y=\frac{\frac{1}{2} M R^2}{M R}=\frac{R}{2} \\ & h=y+R=\frac{R}{2}+R=\frac{3 R}{2} \\ & \frac{h}{R}=\frac{3}{2} \end{aligned}
