The degree of dissociation of a weak electrolyte depends on the nature of the electrolyte as well as on the concentration of the electrolyte. The higher the concentration of the electrolyte, the greater the degree of dissociation. However, the relationship between the degree of dissociation and concentration is not linear. It is given by \alpha =k\sqrt{C}, where \alpha  is the degree of dissociation, C is the concentration of the electrolyte and k is a constant specific to the electrolyte. Therefore, Assertion is correct. Reasoning is also correct, but it is not the correct explanation for Assertion.
