$=\frac{\overrightarrow {r_{2}}-\overrightarrow{r_{1}}}{t_{2}-t_{1}}$

$=\frac{(13\hat{i}+14\hat{j})-(2\hat{i}+3\hat{j})}{5-0}$

$= \frac{11}{5}(\hat{i}+\hat{j})$
