Initially, 

                q_{i} = CE = (\frac{2C * C}{2C + C} ) E

                    = \frac{2CE}{3}

After closing the switch, 

                q_{f} = (2C)E = 2CE

Therefore, charge flowing through the switch = charge flowing through the cell

            = 2CE - \frac{2CE}{3} = \frac{4CE}{3}
