The moment of Inertia of the cylinder is  =   \frac{1}{2}MR^{2}

And The moment of inertia of a disc about the line passing through its diameter is            \frac{1}{4}MR^{2}

Ration Between Moment of inertias =   \frac{\frac{1}{2}MR^{2}}{\frac{1}{4}MR^{2}}=2
