The percentage composition of any element in a given compound defines the ratio of the amount of each element to the total amount of all elements present in the whole compound. Here, in the question percentage composition has been asked in terms of moles, thus the formula becomes: 

\mathrm{%Composition\,of\,element=\frac{Moles\,of\,element\,in\,a\,compound}{Total\,moles\,of\,all\,elements\,in\,compound}}

Here in compound:\mathrm{C{{H}_{3}}NCO}

Number of moles of Carbon-atom: 2

Number of moles of N-atom: 1

Number of moles of O-atom: 1

Number of moles of H-atom: 3

As a result, the total number of moles of elements in \mathrm{C{{H}_{3}}NCO: 2+1+1+3=7}

So, %Composition of Carbon-atom \mathrm{= \frac{2}{7}\times 100\approx 28.6%}

 

NOTE: If in the question general percentage composition is asked (not by moles), then the in formula we use atomic masses of elements.

Additional information: Methyl isocyanate gas was leaked from a pesticide plant situated in Bhopal in 1984, which killed more than 4000 people since it is a poisonous gas.
