Electron affinity decreases down the group. However, the exception comes to this rule in halogen group.
Due to small size of fluorine atom, surface charge density increases substantially. So, it can not readily accommodate more number of electrons, in fact it repulses new electron.
Hence, among halogens, chlorine atom has highest value of electron affinity.
