+ M has a greater stabilizing effect in this case as the octet of the carbon atom is completed due to the donation of lone pairs of O atom.

So   is the most stable among the given options because it will complete the octet of carbon.

 

1 has only three +I effect groups.

2 has +M effect group and octet is completing.

3 has +M effect but octet is not completing.

4 has resonance but octet is not completing.

Therefore, option (2) is correct.
