Sieve elements are specialized cells that are important for the function of phloem. They are highly organized tissues in plants that help in transports of compounds. Phloem fibers are represented by the dead sclerenchyma fibers that are found in between the sieve tubes.  There are two types of sieve elements: sieve cells and sieve tube members. Both sieve cells and sieve-tube members have parenchyma cells associated with them. Sieve elements are dead elements present in the phloem.

Option 3 is the correct answer.
