\left \{ \left (\frac{-2}{3} \right )^{-2} \right \}^{2}

=(-2/3)^{-2\times 2}.............. BY using these form of exponential (a^{m})^{n}=a^{mn}

(-2/3)^{-4}=(-3/2)^{4}......... use this  a^{-m}=\frac{1}{a^{m}}   

                    =\frac{81}{16}
