The main reason is that Alcohol and water are miscible, so they mix with each other and form a homogeneous mixture hence they are not seen in layers. Whereas,Oil and water are not miscible so they do not mix properly and oil floats on water. The constituents are seen properly and are not uniformly distributed throughout its volume and hence a heterogeneous mixture is formed.
