Causes of atmospheric refraction : 

When the light rays pass through the layers of the Earth's atmosphere, which are of different optical densities. It is called atmospheric refraction.

The atmospheric refraction is dur to change in refractive index at different level in atmopshere. The star light bends towards the normal, the apparent position is different from the actual position of the stars varies slightly then the apparent position of the star also varies slightly and that amount of light which enters in eye fliokers.
