The arrangement where a structural gene is regulated by a common promoter and regulatory genes lactose acts as inducer, binds with repressor protein, RNA polymerase.

Firstly waves over the structurak genes, transcribes lac mRNA, which in turn produce enzymes-

transcetylase, permease, \beta-galactoside (by lac z), responsible for digestion of lactose.
