Me and my friend has seen a classmate tearing papers from book in the library although you have spoken to him about this. He denies anything wrong. In order to stop the child from doing this and make him accept his mistakes  are -

1. Talking to the teacher about this and complaining about the child. Talking to the librarian about this and complaining about the child.

2. Observing the child and whenever next time he does that talking to him and making him accept his mistake and saying sorry.

3. Putting fines on children for tearing papers from library books. Children will have to pay a fine in form of some rupees and extra duties to pay for tearing papers and creating waste in dustbin. 

4. Teaching children about 3R's - reduce, reuse, recycle. Making children watch a movie on the same to learn about good habits, importance of trees and ways to reuse the papers and reduce the waste. 

5. Talking to parents and awaring them on this issue. Arranging parent teacher meetings and awaring parents on this issue and taking their support to monitor such activities and asking children not to do it at home, school or anywhere.
