A parabola with a vertex at \mathrm{(h, k)} has the following vertex form:
\mathrm{ y=a(x-h)^2+k }
The arch's vertex (0,25)can reach a maximum height of 25 metres, we have:

\mathrm{ y=a(x-0)^2+25 y=a x^2+25 }
In the equation, we may substitute \mathrm{x=60} to obtain the height of the arch at a distance of 60 metres from its vertex:
\mathrm{ y=25 }
