Maximum stress = Y x (maximum strain)

\frac{Mg}{A} = 2 \, \times \, 10^{11}\, \times \, 10^{-3} = 2 \, \times \, 10^{8}

M=\frac{2\, \times \, 10^{8}\, \times \, 3\, \times \, 10^{-6}}{10}

M = 6 X 102 X 10-1 

    = 6 X 10

M = 60 kg
