\mathrm{\frac{\Delta \tau}{\tau} =\frac{\Delta M}{M}+\frac{2 \Delta L}{L}+2 \frac{\Delta T}{T} }

\mathrm{\frac{\Delta \tau}{t} \times 100 =\left(\frac{\Delta M}{M}+2 \frac{ \Delta L}{L}+2\frac{\Delta T }{T}\right) \times 100 }

=25 \%

Hence 2 is correct option.
