According to the pressure equation from one end to another end of the tube:

P_{0} + 2\rho g h - 2 \rho \frac{l}{2} a - \rho \frac{l}{2} a - \rho g h = P_{0}

P_{0} + 2\rho g h - \rho \l a - \frac{\rho l a}{2} - \rho g h = P_{0}

2gh = 3al

h = \frac{3al}{2g}
