\mathrm{Ce}^{3+} oxidises to \mathrm{Ce}^{4+} on adding \mathrm{NaOCl} under alkaline conditions which makes \mathrm{Ce}^{4+} soluble which can be further precipitated to \mathrm{CeO}_2 and removed.
