\\so, tan\theta_1=\frac{h_{min}}{4+3+3}=\frac{OA}{OM'}\\\frac{h_{min}}{10}=\frac{2}{3}\\\\\Rightarrow h_{min}=\frac{20}{3}m\\\\and,\ tan\theta_2=\frac{h_{max}}{4+3+3}=\frac{OB}{OM'}\\\frac{h_{max}}{10}=\frac{2+2}{3}\\\\\Rightarrow h_{max}=\frac{40}{3}m\\
