The total number of 3-digit numbers is 1000-99=901.

The total number of 3-digit numbers in which 9 does not appear at all is,

8 \times 9 \times 9=648

The total number of 3-digit numbers having at least one of their digits as 9 = (Total numbers of 3-digit numbers) – (Total number of 3-digit numbers in which 9 does not appear at all)
