Statement I is false. The magnetic field lines due to a current carrying wires encircle the wire in closed loops. Statement II is also false because the magnetic force {F is always perpendicular to the velocity \mathrm{\boldsymbol{v}} of the particle. Therefore power ( and hence work done) \mathrm{=\overrightarrow{\mathbf{F}} \cdot \overrightarrow{v}=0}. Since no work is done by the magnetic force, the kinetic energy of the particle cannot change. Statement III is true. Magnetic force is zero if v parallel or antiparallel to B. So the only correct choice is (4).
