We know that,
From doppler effect in Light that ,

\mathrm{\frac{\Delta \lambda}{\lambda}=\frac{-V}{c}}
\mathrm{\frac{0.7}{670}=\frac{V}{3 \times 10^{8}}}

\mathrm{V=\frac{7}{6700} \times 3 \times 10^{8}}
      \mathrm{=\frac{21}{67} \times 10^{6}}

\mathrm{\Rightarrow V=3.13 \times 10^{5} \mathrm{~m} / \mathrm{s} }
The correct option is (3)
