Current through capacitor, \mathrm{\mathrm{I}=\frac{\mathrm{E}}{\mathrm{X}_{\mathrm{C}}}=\frac{\mathrm{E}}{\frac{1}{\omega \mathrm{C}}}=\varepsilon \mathrm{CE}=2 \pi\: \mathrm{VCE} \: or\: \mathrm{I} \propto \mathrm{v}}

\mathrm{\therefore \quad} decrease in frequency \mathrm{\mathrm{v}} of ac source decreases the conduction current. As displacement current is equal to conduction current, decrease in \mathrm{v} decreases displacement current in circuit.

Hence option 2 is correct.
