The reaction will be -

\mathrm{8MnO_{4}^{-}+3S_{2}O_{3}^{2-}+H_{2}O\longrightarrow 8MnO_{2} +6SO_{4}^{2-}+2OH^{-}}

So change in oxidation state of \mathrm{Mn} will be -
\mathrm{+7\left ( MnO_{4}^{-} \right )\longrightarrow +4\left ( MnO_{4} \right ) }
\mathrm{Change= 7-4= 3 }
Option (4) is correct.
