Application of penetration effect. -

 

If penetration effect of the electron is more, it will be closer to the nucleus and hence will be the held more strongly by the nucleus. Consequently, the ionisation potential will be high.

 3p is more close to the nucleus of an atom than 4p. So, [Ne]3s^23p^3 has highest ionisation energy as half filled configuration extra stabilises the atom.
