 Gauge pressure at bottom=2atm = 2\times 1.01\times 10^5 Pa

\rho gh=2\times 1.01\times 10^5^{}

10^3\times 10\times h=2\times 1.01\times 10^5

h= 2\times 10.1 =20.1

\therefore v_{eff}=\sqrt{2gh}=\sqrt{2\times 10\times 20.1}=20ms^{-1}
