On addition of \mathrm{NaOH} solution in excess, a white precipitate of manganese hydroxide is formed which turns brown due to atmospheric oxidation into hydrated manganese dioxide.

\mathrm{MnCl_2 + 2NaOH \rightarrow Mn(OH)_2 (White \: precipitate) + 2NaCl}

\mathrm{Mn(OH)_2 + [O] \rightarrow MnO(OH)_2 (Brown \: colour)}

Hence option 4 is correct.
