As anion is the same, the covalent character in the ionic compound will depend upon the size and charge on the cation.

The compound having maximum oxidation state will be most covalent since covalent character increases with an increase in the oxidation state of the cation.

According to Fajan’s rule,

PbO  (most ionic)=Pb^{2+}has less polarising power

Mn_{2}O_{7} (most covalent)=Mn^{7+}has higher polarising power.

Therefore, Option(2) is correct.
