For  \mathrm{Na[Co\left ( bpy \right )Cl_{4}]} oxidation state of \mathrm{Co} is x

\mathrm{+1\times 1+x\times 1+0\times 1+\left ( -1 \times 4\right )= 0}
        \mathrm{x= +3}

Coordination number of \mathrm{Co} is 6
Sum of  \mathrm{C.\; N\; and\; O.S \: is\; 6+3= 9}

Hence, Correct answer is 9.
