Let polar of the point \mathrm{ \left(x_1, y_1\right)}w.r.t. the given circles be mutually perpendicular.

\mathrm{ \begin{aligned} & \text { i.e., } x x_1+y y_1-2\left(x+x_1\right)-2\left(y+y_1\right)-8=0 \\\\ & \text { and } x x_1+y y_1-\left(x+x_1\right)+3\left(y+y_1\right)-2=0 \\\\ & \Rightarrow x\left(x_1-2\right)+y\left(y_1-2\right)-\left(2 x_1+2 y_1+8\right)=0 \\\\ & \text { and } x\left(x_1-1\right)+y\left(y_1+3\right)-\left(x_1-3 y_1+2\right)=0 \\\\ & \therefore m_1 m_2=-1 \\\\ & \Rightarrow(-1)^2\left(\frac{x_1-2}{y_1-2}\right)\left(\frac{x_1-1}{y_1+3}\right)=-1 \\\\ & \Rightarrow\left(x_1-2\right)\left(x_1-1\right)+\left(y_1-2\right)\left(y_1+3\right)=0 \\\\ & \Rightarrow x_1^2+y_1^2-3 x_1+y_1-4=0 \end{aligned} }
