\mathrm{\frac{\Delta I}{I} \times 100=2 \% }

\mathrm{\frac{\Delta t}{t} \times 100=3 \% }

Heat dissipated\mathrm{=H=I^{2} R t }

\mathrm{\frac{\Delta H}{H} \times 100=2 \frac{\Delta I}{H} \times 100+\frac{\Delta R}{R} \times 100 }

                                    \mathrm{+\frac{\Delta t}{t}\times 100}

\mathrm{=2(2%)+1%+3%}

  \mathrm{\frac{\Delta H}{H}\times 100=8%}

Hence (4) is correct option.
