\mathrm{h f_2=10 \phi_0= Energy \: of \: 2^{\text {nd }}\: stream\: of \: photons}

From the Einstain's photoelectric equation,

\mathrm{ h f=\phi_0+\frac{1}{2} m v^2 }
For first stream of photons,

\mathrm{h f_1= 5 \phi_0=\phi_0+\frac{1}{2} m v_1^2 }

\mathrm{ 4 \phi_0=\frac{1}{2} m v_1^2 \rightarrow \text { (1) }}
For second stream of photons,

\mathrm{h f_2=10 \phi_0 =\phi_0+\frac{1}{2} m v_2^2 }

\mathrm{9 \phi_0 =\frac{1}{2} m v_2^2 \rightarrow(2)}

\mathrm{\frac{4}{9}=\frac{V^{2}_{1}}{V^{2}_{2}}}

\mathrm{\frac{V_{1}}{V_{2}}=\frac{2}{3}}

Hence 3 is correct option.
