As we have learned

critical frequency fc -

f_{c} is defined as higher frequency of radio wave which gets reflected by ionosphere .

 Critical freq is highes tfreq of radio wave to get reflected back from an ionosphere layer when incident normally to the layer 

It values depends upon electron density of layer 

If incident radio wave is having freq more than fc then deflection doesn't take place.
