A shop had a poster put up in the front which read "Come in and find the cheapest goods ever." Ram went inside only to find that the goods were not as cheap as he had expected. He argued with the manager saying that the manager had made a proposal to sell him the cheapest goods ever. He decides to sue the manager

Ram is right in suing the manager as the poster outside was a proposal which was accepted by Ram.

Ram is right in suing, but he is suing the wrong person. He should sue the owner.

Ram  is wrong in suing as the poster outside was merely an invitation to proposal.

Ramoji is wrong in suing as the Court has no remedy in these matters.

As the poster outside the shop was merely an invitation to proposal/offer. Once the invitation is accepted, it is up for Ram to make the proposal in the shop to buy an item which he wants. hence option c is correct.
