Heat is given by \frac{V^2}{R}.

and R=\frac{\rho L}{A}=\frac{\rho L}{\pi R^2}

So,

 \begin{aligned} & H=\frac{V^2}{\rho L} \pi R^2 \\ & H=\left(\frac{\pi V^2}{\rho}\right) \frac{R^2}{L} \end{aligned}

Hence H is doubled if radius and length both get doubled.
