\mathrm{ \therefore \text { fractional change } \frac{\Delta \mathrm{N}}{\mathrm{N}}=\frac{1-\mathrm{e}^{-\lambda t}}{\mathrm{e}^{-\lambda \mathrm{t}}}=0.63 }

Hence option 2 is correct.
